ТЕНДЕНЦІЇ РОЗВИТКУ СИСТЕМИ ЦИВІЛЬНОГО ЗАХИСТУ НАСЕЛЕННЯ ТЕРИТОРІАЛЬНОЇ ГРОМАДИ В УМОВАХ ВІЙНИ

Анотація

АНОТАЦІЯ

Вступ. Забезпечення цивільного захисту населення є важливою складовою діяльності державних органів та територіальних громад, що вимагає належного рівня координації, співпраці і обміну ресурсами. В умовах децентралізації в Україні питання співпраці громад у сфері цивільного захисту набуває особливої актуальності, оскільки багато територіальних громад отримали більші повноваження та обов'язки, але водночас стикаються з різними викликами: недостатнім фінансуванням, обмеженими кадровими та інфраструктурними ресурсами, відмінностями у рівні підготовки персоналу та складнощами у впровадженні сучасних технологій. Аналіз стану співпраці територіальних громад у сфері цивільного захисту дає змогу оцінити, наскільки ефективно громади можуть реагувати на надзвичайні ситуації, запобігати їхньому виникненню та зменшувати потенційні ризики.

Мета – розкриття сучасних тенденцій розвитку системи цивільного захисту населення територіальної громади в умовах війни.

Методи дослідження. В процесі написання даної статті були використані такі методи: аналізу та синтезу, системний метод, логічний, діалектичний, метод узагальнення.

Результати. Аналіз стану організації співпраці територіальних громад у сфері цивільного захисту населення України свідчить про значний потенціал, а також ряд викликів, які потребують вирішення. Протягом останніх років в Україні реалізовано кілька міжнародних проєктів, спрямованих на зміцнення спроможності громад у сфері цивільного захисту. Визначено, що стан організації співпраці територіальних громад у сфері цивільного захисту населення значно покращився завдяки низці проектів, спрямованих на створення та розвиток добровільних пожежних команд і загалом посилення цивільного захисту на місцевому рівні. Наведено основні напрями сучасних ініціатив, зокрема впровадження добровільних пожежних команд; навчання та підтримка місцевих рятувальників; матеріально-технічна підтримка; нормативне й правове вдосконалення; інформаційна і консультаційна підтримка. Виокремлено недоліки організації співпраці територіальних громад України у сфері цивільного захисту населення, зокрема нестача ресурсів та обладнання; обмеженість у кадрових ресурсах і кваліфікованих добровольцях; незадовільний рівень правового регулювання та чітких процедур; низький рівень координації між громадами і ДСНС; недостатня обізнаність і відсутність інформаційної підтримки; інфраструктурні та логістичні обмеження; недостатнє фінансування програм навчання та взаємодії з міжнародними партнерами.

Перспективи. Напрацювання механізмів удосконалення співпраці територіальних громад у сфері цивільного захисту населення.

ABSTRACT

Introduction. Ensuring civil protection of the population is an important component of the activities of state bodies and territorial communities, which requires an appropriate level of coordination, cooperation and exchange of resources. In the context of decentralization in Ukraine, the issue of cooperation between communities in the field of civil protection becomes particularly relevant, since many territorial communities have received greater powers and responsibilities, but at the same time face various challenges: insufficient funding, limited human and infrastructure resources, differences in the level of personnel training and difficulties in implementing modern technologies. Analysis of the state of cooperation between territorial communities in the field of civil protection allows us to assess how effectively communities can respond to emergencies, prevent their occurrence and reduce potential risks.

The purpose of the article is to reveal current trends in the development of the civil protection system of the territorial community in wartime.

Research methods. In the process of writing this article, the following methods were used: analysis and synthesis, system method, logical, dialectical, generalization method.

The results. Analysis of the state of cooperation between territorial communities in the field of civil protection of the population of Ukraine indicates significant potential, as well as a number of challenges that need to be addressed. In recent years, several international projects have been implemented in Ukraine aimed at strengthening the capacity of communities in the field of civil protection. It was determined that the state of cooperation between territorial communities in the field of civil protection of the population has significantly improved thanks to a number of projects aimed at the creation and development of voluntary fire brigades and generally strengthening civil protection at the local level. The main areas of modern initiatives are presented, in particular, the introduction of voluntary fire brigades; training and support for local rescuers; logistical support; regulatory and legal improvement; information and consulting support. The shortcomings of the organization of cooperation between territorial communities in Ukraine in the field of civil protection of the population are highlighted, in particular, the lack of resources and equipment; limited human resources and qualified volunteers; unsatisfactory level of legal regulation and clear procedures; low level of coordination between communities and the State Emergency Service; insufficient awareness and lack of information support; infrastructural and logistical limitations; insufficient funding for training programs and interaction with international partners.

Prospects. Development of mechanisms for improving cooperation between territorial communities in the field of civil protection of the population.
