INNOVATIVE APPROACHES TO LAND RESOURCE MANAGEMENT IN THE CONDITIONS OF DECENTRALIZATION

Introduction. In the context of implementing the decentralization reform in Ukraine, a
transformation of land resource management mechanisms is taking place, which involves delegating
expanded powers to local self-government bodies. This institutional shift opens up new opportunities for
territorial communities to use land resources more rationally and effectively. At the same time, the
process is accompanied by a number of systemic challenges, including insufficient digitalization of
administrative processes, a shortage of qualified personnel, and the presence of corruption risks. Under
such conditions, the introduction of innovative approaches and modern technological solutions aimed at
enhancing transparency, increasing efficiency, and ensuring sustainable development in the field of land
relations becomes particularly relevant.
Goal. To explore modern innovative approaches to land resource management under
decentralization, assess their effectiveness, and identify key factors influencing the development of land
management in territorial communities.
Research methods. A systematic analysis was applied to assess the current state of land resource
management, a comparative analysis of international experience, as well as geoinformation analysis
methods to study the digitalization of the land cadastre.
The results. The essence of innovative approaches has been studied, particularly the
implementation of GIS technologies, blockchain solutions, Big Data, and drones for land resource
monitoring. The advantages of digital cadastre and automated auctions have been identified as
mechanisms for increasing the transparency of land transactions. The main barriers to innovation
implementation have been determined, including financial constraints, a lack of specialists, and legal
gaps.
Conclusions. To improve land resource management in territorial communities, innovative
technologies possess significant potential, contributing to the efficient use of land and strengthening the
institutional capacity of local authorities. Legislative changes, state support for land cadastre
digitalization, and the development of educational programs for training specialists in the field of smart
land resource management are necessary.
