DIGITAL INCLUSION AND DIGITALIZATION OF PUBLIC ADMINISTRATION: TELEMEDICINE

ABSTRACT
Introduction. The presented paper examines the role of digital inclusion and the digitalization of
public administration in the context of telemedicine as an innovative area within the healthcare sector.
The digital transformation of healthcare necessitates the harmonization of management processes and
advanced technologies to ensure equal access to medical services. The relevance of the study is driven by
the growing demand for remote healthcare services, the development of artificial intelligence, and the
need to bridge the digital divide in society. Particular attention is paid to analyzing the functionality of
telemedicine applications and identifying their competitive advantages in ensuring inclusiveness and
effective public administration.
The purpose of this study is to develop an approach to harmonizing digital inclusion and the
digitalization of public administration in the healthcare field.
Methods. The research applies a set of methods, including systems analysis, logical
generalization, SWOT and PESTEL analysis, comparative analysis, graphical data representation, and
applied analysis of digital tools. This methodological framework enabled the identification of key factors
influencing digital inclusion in telemedicine and the development of a comprehensive management
toolkit.
Results. The article describes modern digital tools of public administration in healthcare,
particularly telemedicine platforms integrating artificial intelligence. Target user groups are identified,
including patients, medical institutions, and public authorities. The advantages of telemedicine in
promoting economic inclusion, improving the accessibility of medical services, and enhancing
administrative processes are highlighted. A methodological model for harmonizing digital inclusion and
digitalization of public administration is developed.
Conclusions. Digital inclusion and the digitalization of public administration in healthcare are
key factors for sustainable socio-economic development. Telemedicine, as a digital tool, not only
optimizes access to healthcare but also ensures the active engagement of citizens in digital
transformation processes. The proposed approach contributes to the development of innovative
healthcare policies based on the principles of sustainability, accessibility, and technological progress.
