HUMAN RESOURCE MANAGEMENT IN HEALTH CARE INSTITUTIONS UNDER THE TRANSFORMATION OF UKRAINE’S MEDICAL SYSTEM: CHALLENGES, TRENDS AND STRATEGIC GUIDELINES

Introduction. The article examines the issue of human resource management in health care institutions in the context of transformational changes in Ukraine’s medical system. In the conditions of war, demographic crisis, and emigration challenges, effective strategic personnel management becomes crucial for ensuring resilience, quality, and continuity of health services. Traditional administrative models fail to address the dynamic nature of today’s labor market, the crisis-induced burden on healthcare workers, and the insufficient level of digitization and flexibility in HR processes. The creation of a strategic HR management system in healthcare facilities, focused on preserving human capital, professional development, and institutional sustainability, is viewed as a necessary condition for successful reform and system resilience.
Purpose of the article – to study the systemic challenges, influencing factors, and strategic guidelines for effective human resource management in Ukraine’s healthcare institutions.
Research Methods. The research is based on general scientific methods of analysis, comparison, systematization, graphical visualization, and secondary analysis of statistical and empirical data from national and international institutions.
Results. The study analyzes the dynamics of changes in the number of medical personnel in Ukraine, their distribution by facility type and region, the staffing level of healthcare institutions, and key issues related to motivation and professional burnout. Examples of effective HR planning strategies implemented in international projects and pilot initiatives are provided. A strategic model of HR management in healthcare institutions is proposed, including stages of HR situation assessment, forecasting, policy formation, and results evaluation with adjustment. The results confirm the need to integrate modern digital tools, provide psychological support to healthcare workers, and expand institutional autonomy in managing personnel.
