INCLUSIVE TERRITORIAL COMMUNITIES: CONCEPT, CHARACTERISTICS AND APPROACHES TO MEASURING THEIR INCLUSIVITY

Abstract

ABSTRACT
Introduction. Modern territorial communities in Ukraine face numerous challenges, including
social and economic inequality, infrastructural deficiencies, and limited access to transportation. These
challenges necessitate the adoption of innovative approaches to the management and development of
local communities. The concept of inclusivity has emerged as a critical factor in promoting social
cohesion and ensuring equal opportunities for all residents.
Goal. This study aims to explore scholarly approaches to defining the concept of an inclusive
territorial community, identify the key dimensions of its inclusivity, and develop a system of indicators for
measuring the level of inclusivity in territorial communities.
Methods. The research methodology includes systematic, comparative, and statistical analysis, as
well as classification and grouping methods for structuring the characteristics of inclusive territorial
communities and identifying relevant indicators for assessment.
Results. The article presents an original definition of the concept of an inclusive territorial
community and outlines its core characteristics: physical, economic, digital, and informational
inclusivity; accessibility of public services; civic engagement; and social cohesion. A system of indicators
is proposed, enabling the measurement of community inclusivity based on official statistical data and
other reliable sources.
Conclusions. The development of inclusive territorial communities is a prerequisite for building
an inclusive society in which all residents have equal opportunities for participation and development.
Future research should focus on the elaboration of methodological guidelines for assessing inclusivity,
exploring the role of digital technologies in fostering inclusion, and studying mechanisms for the postwar
recovery of territorial communities.
