IMPROVEMENT OF RESOURCE PROVISION OF LOCAL SELF-GOVERNMENT ACTIVITIES IN MARTIAL STATE CONDITIONS

ANNOTATION
Introduction. In the context of decentralization and limited budget revenues, effective resource management is a key factor in community capacity. Improving resource provision (financial, human, and material-technical) enables local governments to provide higher quality services to the population and respond promptly to the challenges of martial law. Identifying new tools for attracting investment and optimizing internal resources is critical for the sustainable development of territories and strengthening citizens' trust in local authorities.
The purposeof the study aim is to conduct a comprehensive analysis of the current state of resource provision for a local government body and to substantiate directions for its improvement, considering modern challenges.
Methods. The study employed both general scientific and specialized methods, including: analysis and synthesis to generalize theoretical approaches to the category of "resource provision"; statistical analysis to evaluate the resource base and financial capacity of the Pidvolochysk hromada; SWOT analysis to identify strengths, weaknesses, opportunities, and threats to development; and a systems approach for a comprehensive assessment of resource potential.
Results. It was established that resource provision determines the performance of a local government body and its ability to exercise both its own and delegated powers. The resource analysis concluded that the Pidvolochysk territorial hromada possesses a sufficient level of resource provision to perform its basic functions while operating under limited financial conditions. The hromada's financial capacity is assessed as optimal. The SWOT analysis identified key advantages, such as a favorable geographical location, investment potential, and developed social infrastructure, alongside problematic aspects like demographic challenges, infrastructure wear, and limited investment resources. External opportunities include attracting international aid and developing inter-municipal cooperation, while the main threats remain war-related risks, migration processes, and financial resource deficits.
Prospects. Further scientific research should be directed towards developing effective tools to increase the resource capacity of territorial communities, in particular through the implementation of resource audits, digital management technologies, public-private partnership mechanisms, and stimulating human capital development. Particular attention should be paid to finding ways to adapt communities to war conditions and the prospects for post-war recovery.
