Abstract

The article is devoted the problems of organization of personnel forming in highly developed countries and possibilities of application of their experience in the conditions of development of Ukraine’s economy. It is marked that the most important part of hiring is professional staff selection, which basically determines the effectiveness of HR management. Therefore the proper attention is given to staff selection in modern organizations.
The planning of enterprise is necessity in labour force, search and selection of necessary workers their training and in-plant, studies, labour motivation management, conditioning for the increase of the labour productivity, control after the change of status of the workers, legal questions of labour relations are the basic tasks, that a structure decides from management personnel.
An open staff policy is characterisea by the fact that organization is transparent for potential employees at any level, it is possible enter and begin to work both from the lowest position and from position at the level of top management. Organization is ready to accept any specialist on work, if he has the proper qualification, without the taking into account the experience in this organization.
An accent is carried out in the article, that the priorities of improving the functioning of the executive and administrative structures are: personnel staffing who have the necessary qualities to successfully own the chosen profession, a creation of the system that allows to maintain and develop their performance and reliability. A periodic control of the functional state of a worker and determination of objective criteria which characterize qualitative composition of such subsections and organs is needed for implementation the tasks.
The achievements of foreign experience of organization of personnel forming taking into account possibility of their use in the conditions of Ukraine are investigated in the article. It is necessary not only to follow knowledges or logic, but to lean against experience which guarantees expansion and development, that on experience of highly developed countries, which must be expedient and effective, in fact the system of personnel forming is examined from different sides, both advantages and lacks of application are estimated on a concrete enterprise for providing the enterprise with the high-quality and highly skilled personnel.
